MGNREGS: The Context
  • About: Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) is Government of India's flagship programme which aims to provide at least 100 days of guaranteed wage employment in a financial year to every rural household that demands work. 

  • MGNREGS Budget Highlight: Allocation of Rs 60,000 crore for MGNREGS in 2019-20. 

  • Implemented by: The Ministry of Rural Development (MoRD) is tasked with implementing this programme.

  • Of note: The challenges faced by India's largest rural employment programme since its roll out in 2006 are numerous. Expenditure under MGNREGS continues to be higher than the funds available (opening balances and releases by both GoI and states). Accumulated payments due (known as pending liabilities) have risen steadily. Work completion rate has decreased over the years.

  • On average, over the last five years, 89% of the employment demanded has been met.

PMAY-G: The Context
  • About: GoI's 'Housing for All' scheme Pradhan Mantri Awaas Yojana – Gramin (PMAY-G) provides monetary assistance for the construction of pucca houses with basic amenities to all rural households by 2022. This scheme restructured rural housing programme Indira Awaas Yojana (IAY), and was launched in 2016.

  • Budget Highlights: Allocations of Rs 19,000 crore were made for this scheme.

  • Implemented by: The scheme is implemented by the Ministry of Rural Development (MoRD).

  • Of note in Target Completion: Phase I of the scheme aimed at constructing 1 crore houses. By March 2019, 81.4 lakh houses, or 81% of the target had been completed.  Phase II of the scheme aims at building 1.95 cr houses by March 2022.

MORE INSIGHTS
A state-wise breakup of houses completed in the period between FY 2016-17 and June 2019 reveals that four states  accounted for  58% of all houses constructed.  These states are Madhya Pradesh (16%), West Bengal (16%), Uttar Pradesh (15%), and Odisha (10%).

Completion rates have been high across several states. The proportion of houses completed out of houses sanctioned has been over 85% in 14 states, and over 90% in 11 states.
