The Context
  • About: Samagra Shiksha integrates 3 previous big ticket schemes i.e. Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan, and Teacher Education. It attempts to provide quality education from pre-school all through to senior secondary classes. Allocations to the scheme reflect an 18 per cent increase over combined allocations of SSA, RMSA and TE in the previous financial year.

  • Budget Highlights: Rs 36,322 crore was allocated to the newly formed Samagra Shiksha.

  • Implemented by: Samagra Shiksha falls under the purview of the Ministry of Human Resource Development (MHRD).

  • Of Note: Learning levels are low across elementary and secondary classes in India, which the integrated programme hopes to address.

Union Government Allocations

In Financial Year (FY) 2019-20, Rs 36,322 cr was allocated to the scheme.

This is an 18% increase over combined allocations of SSA, RMSA and TE in the previous financial year. 

​

Pace of expenditure under Samagra Shiksha has also been slow. During FY 2018-19, less than two-third (63%) of the total approved budget for Samagra Shiksha was spent by all states taken together.

Figures for all years are Revised Estimates except for FY 2019-2020 which are Budget Estimates. 

The focus of policymakers is shifting to what children are learning in classrooms (or Learning Outcomes). Some major interventions related to “Quality” include assessment of learning at national and state levels, Information and Communication Technology (ICT) and digital initiatives, learning enhancement programmes, strengthening of libraries, and support for pre-primary level.

 

Kerala allocated the highest proportion for quality interventions at 40%. It was closely followed by Himachal Pradesh and Tamil Nadu at 38% and 34% respectively.

Learning Outcomes

As per the latest National Achievement Survey, only 13% students of class V in Himachal Pradesh (HP) scored more than 75% in mathematics.

Among 18 large states, Himachal Pradesh had the highest expenditure per-student at the elementary level at Rs 6,559 in FY 2018-19.
